SITUATION

Read the situation below. Which problem or trend is most
serious, do you think?
Twenty five years ago, Belleview, a town on the east coast
of England, was well known for its quiet charm and peaceful
atmosphere. Many people, tired of life in the capital city, came to
Belleview to enjoy its sunny climate and healthy, relaxing lifestyle.
How times have changed! Belleview’s population has risen from
60,000 to over 100,000 in the last ten years. More than half the
residents are under 30 years old, and Belleview has become a
noisy, exciting place to live. It has two new universities, many
more schools and colleges, over 100 language schools for overseas
students, and a large international population. Business conditions
are excellent: new cafés, bars, restaurants and entertainment venues
appear each month.
But the change in Belleview’s character has brought problems: dirty
beaches, not enough low-cost accommodation, expensive parking,
litter and air pollution. A recent proposal to develop part of the
beach has also upset many people.
